An economic feasibility study of CO2 sequestration in unminable coal seams in the Powder River Basin of Wyoming was done. Economic analyses of CO2 injection options are compared. Results show that injecting flue gas to recover methane from CBM fields is marginally economical; however, this method will not significantly contribute to the need to sequester large quantities of CO2.

Characteristics of perennial and intermittent headwater streams were documented in the moun- taintop removal coal-mining region of southern West Virginia in 2000–01. The perennial-flow origin points were identified in autumn during low base-flow conditions. The intermittent-flow origin points were identified in late winter and early spring during high base-flow conditions.
DOE does not systematically assess the maturity of key coal technologies, but GAO found consensus among stakeholders that CCS is less mature than efficiency technologies. Specifically, DOE does not use a standard set of benchmarks or terms to describe the maturity of technologies, limiting its ability to provide key information to Congress, utilities, and other stakeholders. This lack of information limits congressional oversight of DOE’s expenditures on these efforts, and it hampers policymakers’ efforts to gauge the maturity of these technologies as they consider climate change policies. In the absence of this information from DOE, GAO interviewed stakeholders with expertise in CCS or efficiency technologies to identify their views on the maturity of these technologies. Stakeholders told GAO that while components of CCS have been used commercially in other industries, their application remains at a small scale in coal power plants, with only one fully integrated CCS project operating at a coal plant. Efficiency technologies, on the other hand, are in wider commercial use.

Proposed agreement between the Navajo and Hopi nations and Navajo Generating Station (NGS) to settle water rights for the Little Colorado River System, the Lower Colorado River in Arizona, and the underlying Navajo Aquifer. In part, the proposed settlement secures NGS water for as long as it operates and indemnifies in perpetuity NGS from ground water pollution claims.
A study evaluating 33 coal beds in the currently idle Northern Wyoming Powder River Basin that together hold 285 billion short tons of coal. Using GIS methods and core samples, 26 were excluded as unfeasable for mining, and when factoring the current economics of mining, 1.5 billion short tons of coal (1 percent of the original resource total) were determined to be extractable.

This powerpoint tries to address in detail how much economically recoverable coal there is in the Powder River Basin, and outlines a framework for measuring economically recoverable coal reserves throughout the country. This report is largely replaced by 2008 Assessment of Coal Geology Resources and Reserves in the Gillette Coalfield Powder River Basin Wyoming.
SMCRA authorized the OSM to collect fees from operators on active mining operations for use by the Abandoned Mine Reclamation Fund (AML Fund) to reclaim abandoned mines. That ability expired in 2004. This 2006 revision of SCMRA was used to extend that ability until 2021. P.L. 109-432 (SMCRA Amendments ACT of 2006).
The Surface Mining Control and Reclamation Act of 1977 (SMCRA) is the primary federal law that regulates the environmental effects of coal mining in the United States.
SMCRA created two programs: one for regulating active coal mines and a second for reclaiming abandoned mine lands. SMCRA also created theOffice of Surface Mining, an agency within theDepartment of the Interior, to promulgate regulations, to fund state regulatory and reclamation efforts, and to ensure consistency among state regulatory programs.

The Appalachian Regional Reforestation Initiative (ARRI) is a cooperative effort by the States of the Appalachian Region with the Office of Surface Mining to encourage restoration of high quality forests on reclaimed coal mines in the eastern USA. ARRI’s goals are to communicate and encourage mine reforestation practices that 1) plant more high-value hardwood trees on reclaimed coal mined lands in Appalachia; 2) increase the survival rates and growth rates of planted trees; and 3) expedite the establishment of forest habitat through natural succession. These goals can be achieved when mines are reclaimed using the Forestry Reclamation Approach (FRA).

MSHA’s Office of Coal Mine Safety and Health (CMS&H) did not perform all required inspections at 107, or 15 percent, of the Nation’s 731 underground coal mines in Fiscal Year 2006.
